Around 10 years ago, contracts in the rail industry, particularly in Europe, were frequently awarded according to the lowest-bidder principle. The lowest price won. Thanks to changes in procurement law and the framework plans of major infrastructure operators, the best-bidder principle now – fortunately – prevails, with qualitative, social and environmental criteria also taken into account in the evaluation. This has materially improved project quality and strengthened local value creation.
